1.) Run a Command Prompt as Administrator, and execute the following command.

sc sdset SCMANAGER D:(A;;CCLCRPRC;;;AU)(A;;CCLCRPWPRC;;;SY)(A;;KA;;;BA)S:(AU;FA;KA;;;WD)(AU;OIIOFA;GA;;;WD)
